HDB has released a quotation notice to produce a rap video.

HDB RAP VIDEO PRODUCTION
1 CONCEPT
1.1 The objective of the Rap video is to showcase the effort, energy and spirit of HDB staff that brought about the transformation of HDB estates from the past to the present.1.2 The appointed Contractor shall conceptualise and develop a rap video along this theme.
2 SCOPE OF WORK
The responsibilities of the appointed Contractor include :
2.1 Conceptualising, art direction, story boarding for the HDB rap video. The rap video duration would be between 5-8 mins.2.2 Filming in 3 HDB estates (2 days) and HDB Hub (2 days). The rap video would include HDB staff from different departments.
2.3 Producing a DVD video show of not more than 10 mins duration. The production would require strong creative direction and storyboarding for a lively, energetic video show targeting at HDB staff.
2.4 Managing the timeline for the project from conceptualization, production and completion. Ensuring the timely delivery of products/services and taking the lead in the overall efforts to achieve the desired outcome as determined by the HDB.
2.5 Reviewing together with the HDB rap project committee the effectiveness of the production and to make the necessary changes when required.
2.6 Supply all necessary labour (director, producer, film crew), rap props, equipment, transportation , recording studio, royalty free music and everything necessary or incidental in so far as they are specified or can be reasonably inferred to ensure the completion of the project.
2.7 Supply the final product in 1HD DVD, 1 DVD and 1 windows media format (292 kbps) to the HDB Superintending Officer.
I bet it must be inspired by the MDA’s RAP video. See, now every tom dick and harry government agency wants to have their own RAP video so that they can be cool and be Techcrunched.
The horrifying images and sound of the MDA RAP still lingers in my mind.

WTF?! Why are they wasting this money on doing this crap when they already said they are LOSING money?
Doesn’t matter each unit is built at about $60K a piece, and sold with a profit of $100K – for a 4rm – at least. The ‘reason’ there’s even a loss is that if that piece of land would earn more if it’s used to build a condo selling @ 1mln a unit.
The HDB can burn in hell. Rap their ‘si lang tow’ lah!!
