What is my govt’s stand on foreign workers/immigrants anyway?

I’m confused with the government’s stand on foreign workers/immigrants.

During the PM Lee’s 2010 New Year message, he said:

At the same time, the Government will also ‘manage and moderate’ the inflow of foreign workers so that Singaporeans are not overwhelmed by the sheer numbers, he said.

But a few days before that, MM Lee said:

A key sustainer of Singapore- China relationships will continue to be the large influx of Chinese immigrants that come to Singapore to work and stay, MM Lee added.

Like that how huh? Who should I listen to?
